In a major initiative to woo the urban middle class, the State Government is fine-tuning a proposal to develop layouts in urban areas that would make housing plots affordable. The Chief Minister YS Jaganmohan Reddy said that the State Government would provide litigation-free plots with the clear title deed to the middleclass sections and help their dream of having a shelter of their own, a reality.
The plots would be given on a lottery basis at a low-cost, non-profit initiative, Jagan hinted. He directed officials to brainstorm and prepare the policy in this regard. Jagan recalled the Rajiv Swagruha programme which was implemented during former Chief Minister YS Rajasekhar Reddy’s term in urban areas. The programme was aimed at providing affordable flats to middle-class people. Jagan said that at present, the idea was to provide undisputed plots at a lower price with a clear title deed, instead of flats.
If the proposal is approved, the Government would develop the layouts, prepare the plots and allocate them to the beneficiaries. The Chief Minister said that there are several concerns for those buying land from private individuals regarding proper title, permissions and such worries won’t exist if the Government itself develops layouts. The house plots will be available to the middle-class sections at affordable prices as the Government will develop the layouts as part of a nonprofit initiative, Jagan said. He asked officials to ensure that the layouts are innovative and beautiful.
The Chief Minister also directed Collectors of various districts to focus on underground drainage systems along with other issues and develop infrastructure in YSR Jagananna colonies. The Collectors were told to come up with innovative ideas to beautify the layouts and construct bus bays and stops creatively. He said that there are 17,000 revenue villages in the state and another 17,000 are being built.
Parks, village and ward secretariats, village clinics should also be built in these colonies. Officials informed the Chief Minister that proposals were being prepared for a six-lane beach road from Bheemili to Bhogapuram along the coast and a beautiful bridge will be built across River Gostani as part of the project. The Chief Minister said the bridge should be an iconic symbol for Visakhapatnam.
He directed the officials to prepare a comprehensive action plan for the project. He said new methods should be studied for solid waste management and housing in urban areas should be expedited. Mangalagiri – Thadepalli Municipal Corporation is being set up and steps should be taken to expedite the approval of DPR with Rs 1,000 crore in this regard, the Chief Minister said.
