The preliminary investigation by the CID into the alleged insider trading by the previous TDP government revealed that the much-hyped Inner Ring Road (IRR) design was finalised to benefit those who had close links with a select few. These select groups of people had worked in the proximity of former Chief Minister N Chandrababu Naidu and were believed to be privy to the exact details of the IRR along with the coordinates of the Amaravati capital city.
The IRR design was finalised to aid a huge increase in real estate value of the lands owned by them, the CID is believed to have learnt. More importantly, the CID found in the files that the IRR design was approved and finalised at the intervention of Naidu who was also the chairman of CRDA. CID is now looking if such decision making processes were tailor-made to inflate the real estate value of the lands held by these select few in and around the Amaravati capital.
After a Cabinet subcommittee submitted its report, the Jaganmohan Reddy government had ordered a CID investigation into the Amaravati land scam. The CID filed multiple FIRs and started investigating into the alleged murky land deals. According to the preliminary investigation, the previous TDP government planned and finalised IRR in Amaravati, ostensibly to provide quick and congestion-free access to the new capital at a length of 96.25-km by providing a link between Amaravati, Vijayawada and Guntur.
A gazette was also issued notifying the IRR. “It is to be noted that while a few of the accused have purchased lands right within the heart of the Amaravati capital, a few of the accused have purchased lands which are adjacent to the infrastructural assets such as Inner Ring Road and adjacent to the boundary of the Land Pooling Scheme Zone. The investigation further revealed that the design of the Inner Ring Road was approved and finalised in such a fashion as to benefit the accused persons to cause a huge increase in real estate value of the lands owned by the accused,” the CID recently informed the High Court in an affidavit.
The affidavit filed in response to the writ filed by the accused to quash an FIR registered related to Amaravati land scam said that various files pointed out that the approval and finalisation of the Inner Ring Road was at the intervention of former chief minister N Chandrababu Naidu, acting in the capacity of the Chairman of CRDA and P Narayana, Minister for MA & UD, as a member of the CRDA.
