States are not permissible to cancel University exams, says UGC. In a recent release it has stated that the power to take action against the state governments decision lies with the commission. The state universities are bound to follow the revised guidelines, released by the UGC on July 6, stating that final year examinations would be conducted in September 2020.

A senior official from the” Ministry of Human Resource Development”, said that the regulations of the University Grants Commission are mandatory. The Government will examine the requests received from the six states regarding the cancellation of examinations of the final year students due to the existing Covid-19 pandemic, the senior official added.

States like Tamil Nadu, Punjab, Maharashtra, Odisha, and West Bengal have written to the Centre saying that conducting exams is not possible. While on Saturday, Delhi announced the cancellation of examinations. As per the UGC Act, state governments cannot take the decision of canceling the university examinations.
